Public Law 99-295 passed by the 99th Congress and signed by President Ronald Reagan on May 12, 1986 authorized its issuance in commemoration of the Young Astronauts Program and its educational objectives. The Public Law further provides that the Department of the Treasury, United States Mint would strike no more than 750,000 of these commemorative medals.
